Objective The high level objective of the programme is to improve the efficiency and effectiveness of DFID Pakistan’s portfolio by strengthening the controls and financial safeguards in place in partner organisations. This contract will help DFID Pakistan to achieve this objective by increasing knowledge and understanding of the fiduciary environment through which funds are being channelled; incentivising partner organisations to take positive action to address unsatisfactory audit findings; and strengthening DFID programme teams’ risk mitigation strategies. The programme is a key part of DFID’s Anti-Corruption Strategy for Pakistan, and is expected to indirectly support the achievement of all of DFID Pakistan’s Operational Plan objectives.

Specifically, DFID requires expert advice on monitoring and evaluation planning and design. This will help staff to make strategic choices from the range of appropriate methods, approaches and designs for monitoring reviews and evaluations, including impact evaluation. It will also provide for quality assurance services for monitoring and evaluation design, implementation and delivery. The services will be available to DFID staff and its partners globally; and, in regard to the ICF programmes, additionally to DECC and DEFRA staff (channelled through DFID). How DFID understands evaluation, impact evaluation and rigour is set out in Annex 1.

DFID is seeking the services of a Contractor to undertake the Monitoring and Evaluation of the 2013-2017 Somalia Humanitarian Programme. The aim is (1) to develop a robust evidence base of the impact of UK humanitarian action in Somalia and (2) to facilitate DFID Somalia decision making and improve performance. In agreement with DFID Somalia, the Contractor will: develop methodologies and undertake performance monitoring; carry out periodic reviews of projects and activities; track output results for the entire programme and address a set of evaluation questions through one or more studies.. A number of high quality evaluation papers are expected (topics will be finalised at two key points – during the inception phase, and at the conclusion of the process evaluation).

Objectives The general objectives of the mid-term evaluation of DFID are to: • Assess to what extent the operational plan strategies and objectives are linked to the outcomes of the Growth and Transformation Plan of Ethiopia. • Assess the extent to which key cross-cutting priorities including women and girls and disaster resilience are embedded across the current DFID Ethiopia portfolio • Assess progress to date and learn lessons so as to improve implementation for the remaining OP period and inform the design and implementation of the next DFID Ethiopia Operational Plan. • Provide accountabilities to all partners and stakeholders.

DFID is seeking a Service Provider to manage the implementation of the Citizen Engagement Programme (CEP) in Mozambique.

The objective of this project is to provide analysis of the Ethiopian private sector landscape to inform the design of spending programmes by DFID, World Bank and IFC aimed at facilitating business growth. Building on this, the project will go on to design the detail of DFID’s Private Sector programme in Ethiopia, which will be incorporated into a final DFID Business Case; in doing so it will build on initial analysis DFID has already undertaken – set out in its initial Private Sector business case (attached). The Health Partnership Scheme (HPS) aims to improve health outcomes for poor people in DFID priority and other low income countries. The Scheme will harness UK health institutions and professionals in partnerships with developing country counterparts, and strengthen health systems through health service skills transfer and capacity development.
