Adult Social Care Services (the “Potential PSM”) are seeking to spin out of Rochdale Council (the “Parent Body”). The service has approximately 200 members of staff (staff comprises a mixture of full time and part time staff) and has a turnover of £6.5m. The Potential PSM is a successful service and the key services (a number of which are sought after) delivered include Learning Disability Day Services; Supported Employment; Supported Living; Home Care; Respite Care; Older peoples Day Services; Shared Lives. The Potential PSM has already increased efficiency and is operating within its financial allocation – it is recognised that further efficiencies need to be made to ensure the service is sustainable and competitive in the future through the move into a social enterprise. Both the Potential PSM and the Parent Body are keen to preserve the service quality and exploit new opportunities by spinning out into a social enterprise. As well as adult social care services the Potential PSM also delivers outreach support to children and young people on a spot purchase basis (i.e. services are purchased on an individual basis), and is looking to further expand provision into children’s services by offering community based short breaks for children and young adults. The Potential PSM has also identified further growth opportunities in the support it currently provides to meet people’s health care needs (funded through Clinical Commissioning Groups). The service is also keen to continue to expand and develop its preventative services that promote social inclusion, reduce isolation and offer people leisure and learning opportunities.
