Description of the contract

The new phase of the Rural Access Programme will establish an independent monitoring, evaluation and learning component, for the first time. This activity will support robust assessments of impact and responsive thematic analysis on elements of the RAP approach to support policy and implementation processes. The following terms of reference detail the key components of the propose system and the implementation arrangements. The activity is expected to commence in March 2013 and will end in December 2016, with a potential cost extension to include implementation of the impact assessment.
