Description of the contract
The Sea View Centre – Day Service for Younger Adults (the “Potential PSM”), is seeking to spin out of Poole Borough Council (the “Parent Body”). The service is run by 40 members of staff (34.85 FTE), it is entirely Council funded, and they have a turnover of £1.2m.
The Potential PSM provides day time care support and activities for mainly younger adults with physical and learning disabilities. Recently modernised, the Potential PSM now supports an average of 84 people per day, many of whom have profound disabilities – it is also hoped that the Potential PSM’s building can be developed as a community resource and its use widened. The Potential PSM is currently demand mapping, taking into account commissioning strategies and needs locally, and propose to offer a broader range of activities to a broader range of customers (not just those with severe support needs) and also broaden the support for carers. In addition, more specific services (services will become easier to offer once the Potential PSM are able to accept personal budgets/Direct Payments) are being investigated and researched – for example, services for clients with high levels of autism, those with chronic and enduring ill health or, those seeking to develop their independent living skills.
The Supplier will ensure that learning and skills are embedded in the Potential PSM (where applicable; for example, this is potentially more relevant to advisory services in areas such as business planning, communications and engagement where the Potential PSM will need to develop relevant skills and understanding, to be able to benefit from the support in the medium-term; conversely with advisory services such as legal services and due diligence, it may be adequate for the Potential PSM to simply understand the advice, without necessarily having acquired any substantive new skills or capability).

Once you have registered on the eSourcing Suite, you will need to express and interest for the Insert Title This is done by emailing ExpressionOfInterest@gps.gsi.gov.uk.
Your email must clearly state:

• the name of the registered supplier; and
• the name and contact details for the registered individual sending
Government Procurement Service will then process this email and assign your organisation to the opportunity. The registered user will receive a notification email to alert them once this has been done.
The Invitation to Tender will be issued by close of play on Tuesday 7th May 2013 and therefore suppliers can register on the e-Sourcing Suite between the issue date of this Contracts Finder advert and the deadline date.

It is advised however that Potential Providers register as soon as practically possible in order to receive the Invitation to Tender and have a sufficient amount of time to respond.
