Description of the contract

The Department for Transport (the “Parent Body”) is seeking to move its executive agency Vehicle Certification Agency (VCA) (the “Potential PSM) to a new commercial model with potential for mutualisation. The Potential PSM carries out a range of statutory (type approval and technical services) and non-statutory functions. The majority of its income comes from the linked services of type approval certification and technical services that ensure that vehicles meet minimum regulatory requirements for safety and environmental performance, under a European Union (EU) Directive and United Nations Economic Commission for Europe (UNECE) Regulations. It operates in a commercial and competitive environment. The Cabinet Office is seeking to appoint a Supplier to provide the Potential PSM and Parent Body with an independent assessment of the VCA, focusing on its growth potential and options to maximise this, building on material gathered by the project team. Please note that a draft Invitation to Tender has been uploaded for your reference. Three additional appendices are related to this Draft Invitation to Tender however can only be downloaded from the eSourcing Portal. Following limited interest in this Contract over the Christmas period, the Cabinet Office has made changes to elements of the draft ITT attached to this advert, which has taken into account feedback received from those Potential Suppliers who expressed an interest in the opportunity when it was initially advertised. Cabinet Office would like to hear any additional views on this revised specification during the ‘Expression of Interest’ phase and would particularly welcome comments on the following questions:- Is there any additional information that would assist you in deciding whether or not to bid? Additional NotesTo participate in this procurement, Potential Providers must first be registered on the Government Procurement Service e-Sourcing Suite. If you have not yet registered on the eSourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link ‘Register for GPS eSourcing’. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so at the Invitation to Tender stage. Full instructions for registration and use of the system can be found at http://gps.cabinetoffice.gov.uk/i-am-supplier/respond-tender Once you have registered on the eSourcing Suite, you will need to express an interest for the Mutuals Support Programme – Vehicle Certification Agency 2. This is done by emailing ExpressionOfInterest@gps.gsi.gov.uk. Your email must clearly state: • the name of this procurement (Mutuals Support Programme – Vehicle Certification Agency 2) and the RM reference number (RM1136-SB); • the name of the registered supplier; and • the name and contact details for the registered individual sending the email. Government Procurement Service will then process this email and assign your organisation to the opportunity. The registered user will receive a notification email to alert them once this has been done. If the registered user does not receive this notification email within 24 hours you must contact the eSourcing Suite Helpdesk on 0345 010 3603 to raise this and to ensure your expression of interest has been received. The Final Invitation to Tender will be issued on 28 January 2013 and therefore suppliers can register on the eSourcing Suite between the issue date of this Contracts Finder advert and the above deadline date. It is advised however that Potential Providers register as soon as practically possible in order to receive the Invitation to Tender and have a sufficient amount of time to respond.
