Description of the contract

Cleveland Fire Brigade (the “Parent Body”) is seeking to separate out its current roles of commissioning fire and rescue services and the providing of those services itself. Their intention, subject to decisions yet to be taken approving this separation, is to transfer the existing employees who provide fire and rescue services into a staff led Public Service Mutual and social enterprise (the “Potential PSM”), while retaining in house the commissioning role (effectively Cleveland Fire and Rescue Authority). In order to achieve the objectives outlined above, and to enable the Potential PSM to spin-out of its Parent Body, there is a need for: • Legal support to advise Cleveland Fire Brigade on the procurement options available to it if it decides to contract out its fire and rescue services; • Legal support to the Cabinet Office (the “Customer”) to develop a model contract that can be published and used by Public Service Mutuals that wish to provide fire and rescue services under contract; and, • Legal support to Cleveland Fire Brigade to amend the model contract, in the event that it decides to contract out its fire and rescue services.

If you have not yet registered on the eSourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link ‘Register for GPS eSourcing’. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so at the Invitation to Tender stage. This is done by emailing ExpressionOfInterest@gps.gsi.gov.uk. Your email must clearly state: • the name of this procurement (Mutuals Support Programme – Cleveland Fire Brigade) and the RM reference number (RM1149-SB); • the name of the registered supplier; and • the name and contact details for the registered individual sending the email. Government Procurement Service will then process this email and assign your organisation to the opportunity. The registered user will receive a notification email to alert them once this has been done. If the registered user does not receive this notification email within 24 hours you must contact the eSourcing Suite Helpdesk on 0345 010 3603 to raise this and to ensure your expression of interest has been received. The Invitation to Tender will be issued on 7th December 2012 and therefore suppliers can register on the eSourcing Suite between the issue date of this Contracts Finder advert and the above deadline date. It is advised however that Potential Providers register as soon as practically possible in order to receive the Invitation to Tender and have a sufficient amount of time to respond.
