In August 2010 the Cabinet Office announced the establishment of twelve pathfinder projects. These pathfinders will be trailblazers for the rest of the public sector – helping Government establish, by learning from the front line, the type of support and structures that will best enable the development of social entrepreneurs on an ongoing basis.
The Royal Borough of Kensington and Chelsea’s Youth Support and Development Service (YSDS) has a national reputation for first class services and has been chosen as one of twelve pathfinder projects. Over the past year the service has explored options to establish an employee led mutual and other alternative models to deliver youth support and development services into the future.
The Potential PSM project has been in development for 18 months. Beginning with a feasibility study, a business case has been established and agreed in principle by Council Members and senior officers.
The project is progressing through the Council’s political process and permission has been granted to proceed to the implementation phase.
The purpose of this procurement is therefore to appoint a suitable supplier who can support the Potential PSM through the final technical legal aspects of transfer from the Royal Borough of Kensington and Chelsea into an independent legal entity delivering services back to the local authority.
