Description of the contract

In August 2010 the Cabinet Office announced the establishment of twelve pathfinder projects. These pathfinders will be trailblazers for the rest of the public sector – helping Government establish, by learning from the front line, the type of support and structures that will best enable the development of social entrepreneurs on an ongoing basis. The Royal Borough of Kensington and Chelsea’s Youth Support and Development Service (YSDS) has a national reputation for first class services and has been chosen as one of twelve pathfinder projects. Over the past year the service has explored options to establish an employee led mutual and other alternative models to deliver youth support and development services into the future. The Potential PSM project has been in development for 18 months. Beginning with a feasibility study, a business case has been established and agreed in principle by Council Members and senior officers. The project is progressing through the Council’s political process and permission has been granted to proceed to the implementation phase. The purpose of this procurement is therefore to appoint a suitable supplier who can support the Potential PSM through the final technical legal aspects of transfer from the Royal Borough of Kensington and Chelsea into an independent legal entity delivering services back to the local authority.

Additional NotesPotential Suppliers interested in this opportunity are required to send an expression of interest by email to spot.buying@gps.gsi.gov.uk. In the subject field of the email please include the reference “RM1108 Kensington and Chelsea MSP Expression of Interest” In the body of the email please include the following details: • Company name; • Registered Company address; • Contact name; and • contact email address. Expressions of Interests should be received no later than 12.00pm on Friday, 31 August 2012. A draft requirement document (in the form of a draft Invitation to Tender) has been attached to this Contracts Finder Advert to allow any interested suppliers to seek clarification before the final Invitation to Tender is issued. Once suppliers have emailed their Expression of Interest to the Spot Buy Mailbox, they will be provided with the additional annexes of the draft requirement. These annexes will be issued to Potential Suppliers (on request) on the basis that they are maintained in the strictest of confidence. Potential Suppliers must destroy any electronic and/or hard copies if either you do not wish to tender or after the Contract has been awarded to the successful supplier. Final Tender documentation will be sent to all parties that have expressed an interest in this opportunity by close of play on Friday, 31 August 2012.
