Description of the contract

Buckinghamshire County Council are seeking to transfer a broad range of services into a Charitable Trust (including employees as Trustees), with more than 250 staff involved. A steering group with schools, early years, governors and staff has been established. The aim is to have a shadow Board of Trustees in place from November with the Trust operational by April 2013. The Council is currently considering a 3 year grant funding for the delivery of the services with income targets and cost savings built into the agreement. The existing teams already earn significant levels of income through traded packages (over £1m) through Continuous Professional Development and School Improvement. The target would be to increase this level of income to over £1.5m. The leadership team, high level business plan and staff engagement is being put in place but more work is needed on the governance arrangements, detailed costings, bringing together the workforce into one entity and building a new relationship with the Council.
