Description of the contract

The objective of the voice and accountability fund is to improve the governance of public and private basic education sector (i.e. for children in primary and lower secondary grades 1-10, who are approximately 5-16 years old, as per Pakistan Constitution Art. 25-A guaranteeing universal education) in Pakistan by providing grants to civil society organisations, individuals and non government organisations to carry out research and to demand more transparency. The objective of the Innovation Fund is to provide innovative solutions to the problems in the education system which will ultimately contribute to access to quality education (i.e. for children as above) including increase in the Net Enrolment Rate (NER) and students learning achievement in Pakistan. Each solution will be expected to have a demonstrated impact on one or more of the following metrics: - Enrolment rates of children in school - Learning outcomes, measured through a standardized test or other appropriate instrument approved by the Innovation Fund - Parent and student satisfaction, measured through a survey instrument approved by the Innovation fund - Governance, measured through a qualitative assessment In addition, the Innovation Fund will have the following, secondary, objectives, which are expected to be by-products of its work achieving its main objective: - Generate creativity and original thinking around learning through demonstration - Promote the number and capacity of social entrepreneurs in Pakistan - Increase Pakistani social entrepreneurs’ exposure to local and international innovations in education and showcase lessons learnt in Pakistan - Provide opportunities for networking and exploring possibilities for innovative collaborations among government, multinationals, private schools, NGOs, social entrepreneurs, and other stakeholders - Create a model fund with transparent criteria and performance-based systems
