Description of the contract
DFID wishes to contract a Service Provider (SP) for up to three years to manage a programme of support ie the Hygiene Sanitation & Water Supply Programme (HSWSP), to the Government of Sierra Leone (GoSL) Ministry of Energy & Water Resources (MoEWR). The objective of the contract is to assist the GoSL in implementing its National Water and Sanitation Policy (NWSP) ie responding to the urgent need for integrated and cross-sectoral approaches to water management and development. The aim is to improve the financing, management and delivery of sustainable water services in Sierra Leone and to enable whole rural and urban communities to adopt safe hygiene and sanitation practices and consume safe water. This will be done through the development and implementation of One National Water and Sanitation Strategy with accompanying investment plan and will contribute towards the Government of Sierra Leone's goal to reduce the appalling maternal, under 5 and infant mortality rates. This will involve considerable capacity building of and support to district councils and MDAs (Ministries, Departments and Agencies) to define and deliver on their water & environmental sanitation responsibilities. The SP will provide oversight for both the UN and INGO components of DFID's support, and ensure this programme engages effectively with the SP delivering DFID's support to the National Reproductive & Child Health (RCH) programme. The SP will establish a small management and coordination unit outside the MoEWR to manage the HSWSP, and will work closely with the Ministry of Health & Sanitation, Ministry of Finance, and the Ministry of Education Youth & Sport, all of which are supported by DFID funded programmes. The SP will also develop and implement a small Rural Water Service Grant mechanism.
