Description of the contract

NHS Wakefield Clinical Commissioning Group (CCG) is seeking to procure local, responsive diagnostic services that will provide routine, clinically appropriate assessment and diagnostic investigations with reports that support General Practitioners (GPs) to manage a range of common conditions in primary care. In securing services from Any Qualified Providers (AQP), NHS Wakefield CCG requires assurance of competence, quality and safety standards, just as it would for services secured under a formal tender process. Any provider will be eligible to apply for this AQP subject to demonstrating compliance and competency against the specified criteria outlined in the service specifications. The successful provider(s) will provide any or all of the following diagnostic services to patients registered with a NHS Wakefield CCG GP Practice: (i) Direct Access Magnetic Resonance Imaging (MRI) and (ii) Direct Access Non-Obstetric Ultrasound. The Provider (s) must also ensure the services delivered are located within the boundaries of Wakefield District and accessible to patients registered with Wakefield GPs. The overarching aims of the services are: • To provide a patient centred seamless service initiated by one referral into the services; • To improve access to assessment, diagnostics, treatment and management and avoid the need for unnecessary referral to secondary care; • Ensure patients receive the right test at the right time and in the most clinically appropriate setting; • To aid early diagnostics and avoid the need for unnecessary referral into secondary care; • To enable patients and referring clinicians to access a choice of provision according to patient choice, clinical need and relevant care pathway; • To ensure the diagnostic testing is integrated across pathways of care, that the report and/or images follow the patient and there is no unnecessary duplication of assessment or investigation; • To work collaboratively with all providers to ensure transfer of care protocols are continually developed and followed which ensure there are seamless pathways according to the latest guidance. There are a number of providers across the Wakefield District currently delivering these non-urgent diagnostic services, the main acute provider is Mid Yorkshire Hospitals NHS Trust (MYHT) and there are also some community providers who provide these diagnostic services. Organisations will be asked to complete an on line qualification questionnaire for each service. Provider(s) tendering for both of the services need to complete sections 1 – 4 and sections 6 – 9 of the on line qualification questionnaire once only for those parts of the tender. Section 5 which describes the service delivery must be completed individually for each service that is being tendered for. The successful provider(s) will be expected to sign the standard NHS contract, accepting all terms and conditions. It should be noted that under the AQP model, there will be no guarantees of volume or payment in the contracts awarded. Payments for Non-Obstetric Ultrasound and Direct Access MRI will be paid at National Tariff prices. These payments are detailed in Annex A of the individual service specifications. A CQUIN scheme to the value of 2.5% of the provider’s actual annual activity will be made available.
