Description of the contract

Advert for proposed building (detached from main building) for use as meeting rooms/offices Seabrook Centre, (Seabrook House, 22 Shipton Close, Dagenham, Essex, RM8 3QR) The London Borough of Barking and Dagenham is now inviting expressions of interest for ideally “Constructionline” and CHAS approved contractors to be shortlisted to a final list of five contractors to tender for the above project. The Works The Seabrook Centre provides specialist education provision which now requires additional office/meeting rooms to cope with an increase in pupil numbers. Within the newly created area there will be 5 office/meeting rooms of varying size, a kitchen and access wc. The estimated value of the proposed contract is between £100,000 and £200,000. It should be noted that the site is within a live teaching facility and has restrictions on access and deliveries during term time. The contract is notifiable under the CDM regulations and a pre-construction health and safety information pack will be issued with tender documentation. As the works in question are located inside an Education premises, the contractor must evidence that he is capable of undertaking the works to the highest standards of quality and safety. Expressions of Interest To be considered for the scheme please evidence and answer the following: Question 1: Provide evidence of your Construction line registration or your CHAS registration. If you are not Construction Line or CHAS registered the contractor must request and complete a PQQ (LBBD Pre-qualification Questionaire). Evidence of Disclosure and Barring Service details (previously CRB) for contract and site management personnel. Please provide these details with your submission Evidence that Mechanical and Electrical sub-contractors employed by the contractor are suitably qualified and NICEIC and Gas Safe registered. Please provide details of your proposed M & E sub-contractors. Keep to two sides of A4 sheet. Question 2: Provide 2 separate case studies for similar projects which include new build construction (using modular off site construction methods) including mechanical & electrical work on projects within a live school site that you have carried out in the last 12 months. This should include details of the value and timescale that the works were carried out in. Please keep to a maximum of 2 sides of A4 paper. Question 3: Please provide two references of either local authority or educational clients that you have carried out works for in the last 2 years. Please include details of why they are considered referees for your company along with a contact phone number and email address. 1 no side of A4 sheet. As part of the short listing process, Question 1 will be weighted with 50 marks, Question 2 – 30 marks, Question 3 – 20 marks. Marking against each of the three areas will be scored as follows: No response submitted Response given but it is felt that you have not understood or addressed the question Question answered but in insufficient detail Good understanding of the question but missing some clarification required Response answered and no further clarification required Response fully answered and the answer shows examples of innovation All questions need to be answered and the references given may be contacted and asked how your company performed, if the works were delivered on time, etc. If the references given no longer work for the company in question, you will be scored zero so it is in your interests to check first. If at this stage a number of contractors cannot be split they will be included in the tender subject to agreement with the marking team.
