1.1 Adult and Community Learning Services- Middlesbrough Community Learning (MCL), (“the Potential PSM”) are seeking to spin out of Middlesbrough Council (“the Parent Body”). The service has approximately 30 FTE and an additional 50 associate Tutors and a turnover of £2.7m. The Potential PSM has five key business areas which include adult skills; study programmes; community learning; commercial programmes, and; apprenticeships. 1.2 The Parent Body developed a change programme in late 2013 which required all council services to provide an options appraisal of future delivery based on providing savings to the council. The best option for community learning was identified as a potential spin out. In January 2014, the CEO of the council agreed to establish a project team to manage the process of community learning becoming a mutual and the team are working to tight timescales to spin out the service by August 1 2014, to coincide with grant funding renewals.
