Description of the contract

The new phase of the Rural Access Programme will establish an independent monitoring, evaluation and learning component, for the first time. This activity will support robust assessments of impact and responsive thematic analysis on elements of the RAP approach to support policy and implementation processes. The following terms of reference detail the key components of the propose system and the implementation arrangements. The activity is expected to commence in September 2013 and will end in March 2017, with a potential extension phase of up to 12 months, to include the implementation of the impact assessment, subject to DFID requirement and cost.
