The objectives of this Procurement have been divided into two workstreams, known as Workstream One and Workstream Two. The objective of Workstream One, is to support the Potential PSM to spin-out of its Parent Body as a standalone entity, with two contracts it competed for and won whilst a part of the Parent Body. The objective of Workstream Two is to support the Potential PSM within the a wider JV with a partner, and protect its interests, throughout the Transforming Rehabilitation competition and subsequent mobilisation (if successful in the competitions). This will include support to protect the Potential PSM’s interests throughout negotiations within the wider JV, and also negotiations between the JV as a prime contractor and MoJ. The Supplier is also likely to be required to also support the Potential PSM, protecting its interests if and when the JV is set up and incorporated as a special purpose vehicle.
