Description of the contract

An Adult Social Care Service (“the Potential PSM”) is seeking to spin out of North Tyneside Local Authority (“the Parent Body”). The service has 2 managers and approximately 14 support staff (mixture of full time and part time staff – staff will be made up of two separate services who are currently employed at different grades). The Potential PSM is a highly specialised learning disability support service for a very small number of individuals with extremely high levels of need – these individuals with challenging behaviour, who have left, are leaving, or support is being provided as an alternative to long stay hospital care. The service involves 24/7 caring provision in a person’s own home in close co-ordination with health and housing providers. In the first year of trading, the Potential PSM is initially proposing to support 2 people, and will be looking to deliver an additional 2 to 3 services in this first year. Whilst it is an intensive, expensive service, it provides better value for money and delivers improved outcomes than long stay hospitalisation. A procurement exercise was started for these services but failed to find any independent sector or commercial providers able to deliver, and therefore a staff-led independent mutual was identified as the preferred option (staff are looking to develop a ‘cooperative model’ involving staff and service users). The staff team are hoping to work towards full spin out from the Parent Body by October 2013.
