Data request description:
I am looking for data related to the digital skills part of digital inclusion, specifically the performance of government initiatives to increase digital skills including data such as cost per person, number of people supported, geographic area, etcetera. No digital inclusion/skills data appears to currently be posted to data.gov.uk (1). I have asked the GDS digital inclusion team (2) but was informed that no data was currently available and that the recently launched digital inclusion outcomes framework (3) would start the production of data. The government's digital inclusion strategy launched in April 2014 included a number of actions that should have generated output from DWP, BIS, MoJ, Cabinet Office and the Civil Service Learning team (4). Could this data be made available whilst we wait for the digital inclusion outcomes framework to kick into action? Thanks, Peter (1) http://data.gov.uk/data/search?q=digital+inclusion http://data.gov.uk/data/search?q=digital+skills (2) https://digitalinclusion.blog.gov.uk/2015/08/20/focus-on-local-digital-inclusion/#comment-7149 (3) https://www.digitalskills.com/digital-inclusion-outcomes (4) https://www.gov.uk/government/publications/government-digital-inclusion-strategy/government-digital-inclusion-strategy#actions "Department for Work and Pensions and Department for Business, Innovation and Skills will: improve the digital capability of job seekers by simplifying access to resources and support through jobcentre plus; specifically, access to digitalskills.com Department for Work and Pensions will: use the Universal Credit Local Support Services Framework to encourage social housing providers and their partners to provide low cost access, equipment and skills training to residents Ministry of Justice will: ... work with probation services to identify and replicate best practice initiatives to develop ex-offenders’ digital capabilities Cabinet Office and the Department for Business, Innovation and Skills will: boost economic growth by working with partners to deliver a digital capability support programme for SMEs and VCSEs Department for Business Innovation and Skills will: continue to fund the adult skills budget that supports learners to increase skills, competence and knowledge including basic digital skills and capabilities" "through Civil Service Learning, provide a cross-government core skills programme to ensure civil servants have relevant digital capability"

Research
Opening up this data will help the challenge of DI to be solved across the public, private and third sectors. Ideally this data would be overlaid with internet (broadband or mobile) access data which is another piece of the overall digital inclusion puzzle.
Benefits overview:
From the GDS blog linked above: Digital inclusion is giving people the skills, access, motivation and trust to go online to do a whole range of things. There are currently 10.5 million UK adults (source: BBC Media Literacy, Nov 2014) who lack the basic digital skills to do this. A growing body of evidence indicates that DI has significant potential to deliver economic, social and health outcomes for both society and the individual. Go ON UK and Booz & Co research estimates that if the UK achieved global leadership in digitisation it could add £63 billion to its annual GDP. Research commissioned by BT estimates the social value for individuals of getting online for the first time at £1,064 per annum delivered through enhanced job searching, saving time and money and reduced loneliness.
