This data will be used in academic economic research to understand the distribution of civil servant characteristics across organisations and localities. Further, the analysis aims to extend our understanding of government function by better understanding the motivating factors behind civil servants involved in public service delivery in the UK. The analysis hopes to identify driving factors behind the selection of civil servants and also hopes to point towards where, how, and possibly why some civil servants and organisations perform better than others.

Presumably by "full data" the requester means the individual completed questionnaires. However it's unclear what additional information could be gleaned from the individual questionnaires if they have been properly anonymised.
