HSE Land Use Planning Data
HSE’s consultation zones have been developed to assist HSE in its role as a statutory consultee for planning applications around major hazard sites, major accident hazard pipelines, and explosives sites. Creation of explosives safeguarding zone plans are a legal requirements on the site licensee under the provisions of the Explosives Regulations 2014 (as amended). HSE use the consultation/ safeguarding zones to provide advice to planning authorities and developers/ other interested parties when developments are proposed close to sites or pipelines that might lead to an increased population around these sites.

Consultation zone maps are created for individual major accident hazard sites and major accident hazard pipelines through risk or hazard assessments. The assessments take account of the hazardous substances that a site has consent for or the notified details of a pipeline. Hazard and consequence modelling calculations are carried out to determine the extent of the potential hazards, and the results combined to identify the risk around the site or pipeline. Safeguarding zone maps are created for licensed explosives sites for separation distances specified in the licence, which are based on the quantity and type of explosives permitted by the licence. These zones are stored as Geographical Information Systems (GIS) data and as map documents in pdf format, and made accessible to local authorities, developers and other interested parties via HSE’s Land Use Planning Web App. More information on HSE’s approach to Land Use Planning can be found on the HSE website (http://www.hse.gov.uk/landuseplanning/).
