National Population Database
NPD
The National Population Database (NPD) is a point-based Geographical Information System (GIS) dataset that combines locational information from providers like the Ordnance Survey with population information about those locations, mainly sourced from Government statistics. The points (and sometimes polygons) represent individual buildings, so the NPD allows detailed local analysis for anywhere in Great Britain. The Health & Safety Laboratory (HSL) working with Staffordshire University originally created the NPD in 2004 to help its parent organisation, the Health and Safety Executive (HSE), assess the risks to society of major hazard sites e.g. oil refineries, chemical works and gas holders. Of particular interest to HSE were 'sensitive' populations e.g. schools and hospitals where the people at those locations may be more vulnerable to harm and potentially harder to evacuate in an emergency. The data is split into 5 themes: residential, sensitive populations, transport, workplaces and leisure. The NPD was created by joining population statistics from various sources, to geographical information mainly sourced from the Ordnance Survey, using address matching techniques developed in house. Automated routines can match up to two-thirds of the records, with the majority of the rest being geocoded by manually interrogating the data against a map background. The remaining records (usually 1-2%) are given a general geographic location. Before each update to a layer is formally published, a sample is checked for errors. The source datasets for each layer are as follows: Residential - OS AddressBase Premium, census tables (2011) KS403EW, KS102EW and QS601EW (Eng & Wales) and also QS101SC, KS402SC, KS102SC and QS601SC (Scotland). School pupils - OS AddressBase Premium, various Department for Education, Scottish Government and Welsh Government datasets (2017-18), school websites (2018). College students - OS AddressBase Premium, Ofsted reports (2008-2018), various Department for Education, Scottish Government and Welsh Government datasets (2017-18), school websites (2018). Hospital beds - OS AddressBase Premium, Care Quality Commission data (2017), various NHS datasets (2014-17), and private service provider websites (2017). Care home residents - OS AddressBase Premium, Care Quality Commission data (2017), Scotland's Care Inspectorate data (2017), and the Care and Social Services Inspectorate Wales data (2017). Childcare population - OS AddressBase Premium, Ofsted data (2016), Department for Education data (2017), Scotland's Care Inspectorate data (2017), Care and Social Services Inspectorate Wales data (2017). Prisons and secure facility populations - OS AddressBase Premium, Ministry of Justice data (2014-17), Youth Justice Board data, Department for Education data, UK Visas and Immigration data, Scottish Prison Service data, and private service provider websites. Road populations - OS Open Roads, OS VectorMap Local, various traffic datasets from Department for Transport (2015). Transport terminal populations (ferry terminals, airports, bus stations, railway stations, light rail and underground stops) - National Public Transport Access Nodes (NaPTAN, 2016), Civil Aviation Authority data (2015), Transport for London data (2015), Office of Rail Regulation data (2014-15), Department for Transport data (2014), and Transport Scotland data (2014). Stadia capacities - OS StreetView, team/venue/league websites (2010-17). Caravan and Campsites - OS AddressBase Premium, ukcampsite.co.uk (2018), Caravanning and Campsite Club, Caravan Club. Workplaces - Census Workplace Zones, Office for National Statistics Inter Departmental Business Register (2017) and Labour Force Survey (2016).
