Suspect Foot and Mouth

I read an article about the last Foot and Mouth outbreak in the UK. It mentioned a full report was commissioned after the 1967 Foot & Mouth outbreak - which gave all the information about acting quicky if Foot & Mouth is suspected. However, the 1967 F&M report was left on a shelf gather dust.
I assume 40 years (approx) later the relevent people (whatever Ministry or Agency) were not aware of its existence having not read it or those that did had retired.
Suggest all Foot and Mouth reports are put in the public domain c/o Data.gov - may be useful in another 40 years?
