Social Housing exchange availability details combined with local employment levels [by type]

If someone who is unemployed/on a low income and in Social Housing was able to access a site where: information was provided indicating types/levels/pay rates of employment in areas where an exchange of Social Housing could take place; it may enable them to move to somewhere with a greater chance of finding employment/or better pay.

For example an unemployed dental nurse in Birmingham may be able to exchange their Social Housing flat for one in a London borough where they know there is an accute shortage of dental nurses. The financial barrier/risk of moving to undertake new employment would potentially be reduced in such circumstances.

This would require Government, Local Government and perhaps private sector data...
