Public Data should meet agreed and established Quality Standards and be reliable, factual and provable.
A clear set of Public Data standards should be established which any available public data set should meet. Each piece of data should have a minimum level in order to be published. This should ensure that subsequent use of that data by the public or commercial interests are based on a sound platform.
Such standards should prevent legal challenges based on erroneous data either against the supplying public bodies or the users of that data.
In addition, some thought should be given to licencing use in order to control potential illicit or illegal use of any public data. The latter may not be feasible or economic and some form of indemnity may need to be established.
