Currently Data.gov.uk is a great idea, however it is hindering innovation by allowing groups such as the FCO to place data feeds up, when in fact they're just websites that have been available previously.

These websites don't allow innovation, as the data is not machine comprehensible easily.

Therefore all data feeds should be standardised, via a protocol such as RSS for example. This is particularly prevalent when considering mobile applications as these can easily and regularly access RSS feeds and then provide regularly updated public data, the pinnacle of the semantic web.

Without this standardisation effort, or even just requesting organisations seek to utilise RSS feeds or a similar protocol, it is difficult to innovate which such static data.

I couldn't agree more. Open, semantically rich and consumable protocols . (Where appropriate XML)

Computable data

All government data should be released in computable formats. In As a minimum, I would advocate *any* xml format, but there are standards for maps (GML), for buildings (ifcXML), for properies (OSCRE XMLs) to name a few in my own areas of concern. Most importantly Laws, regulations and approved documents should be released as pure XHTML so that mark-up can be added to convey the semantic content. Even if the regulators and the lawyers dont do this (yet, ever), the regulated need it urgently.
