Would it be possible to get data on how much our government really does spend on back office operations?

What is "back office"
Hi,
The issue I see is trying to define what is back office.
For example, in my organisation the people on the phones are considered "front line" but those like me who work on letters received from customers (which is tens of thousands a week) are considered "back office" despite having, albeit not immediate, customer contact. Our total staffing levels are about ~77,000 but people on the phones is only a few thousand.
I support the publishing of HR, finance etc, but we will need to consider what is "front line."
