Abandon Tax discs in favour of MOT discs

Simplify and streamline the Road Tax duty system by:

1. Eliminate Road Tax discs by placing a 12p charge per litre fuel.

2. Replace Tax discs with MOT discs/stickers which cannot be issued without proof of valid insurance.

This will ensure that Road Tax is received at point of sale i.e. The petrol pump, so there can be no avoidance Fairer taxation method as it is in proportion to road/vehicle use. Furthermore less economical and more polluting vehicles automatically pay more (no need for the complicated tiered Road Tax system). Foreign hauliers will contribute to road maintenance. Law to display a valid MOT disc, similar to USA, should reduce number of unsafe vehicles.

Based on 2008 figures supplied by MoT approximately 47.6 billion litres of fuel sold in UK and 32.2 million Taxed vehicles were on the road. A 12p addition to the then price per litre would have raised £5.7 billion (£100 million more than received through Road Tax that year). For the road user this would have equated to £125/year for the average Unleaded user and £1615/year for the average HGV.

Obviously the major stumbling block in implementing this system is adding it to the already top heavy heavy fuel duty which needs to be addressed. In view of the huge disparity between revenue from Road Tax & Fuel duty (£30.2 billion total 2008/9) and Road Transport spending & Social Carbon cost (£12.3 billion, 2008/9), £17.9 billion in missing revenue, I think Fuel duty could easily be reduced to accomodate the new Road Tax revenue system.

Essentially a good idea, as it would eliminate the cost of road tax evasion (estimated at £32m). I think an Insurance disc would be better than an MOT disc. Insurance evasion costs the motorist far more in ever increasing premiums.

down side: what do you do about all those who have bought eco-friendly cars because they are Tax Exempt?
