Problem: Currently to get this data you have to engage in a business agreement with the HMLR. Since it's possible to search on this data through the HMLR site and through third parties like Rightmove, why not make the raw data available for free too.

Solution: The dataset made available free of charge.

Release of Price Paid Information as 'open data'

One of the Cabinet Office points in the Autumn Statement was that from March 2012 the Land Registry will make their monthly 'Price Paid information' available for free under the Open Government Licence:

My current understanding is that only the new monthly information will be available free for re-use under the OGL; the Land Registry will continue to license the historical price paid information to their subscribers on commercial terms.  In other words only new additions to this data set are being released as open data.

The more programmatically

The more programmatically consumable data is available, the more technology can provide tooling to aid in real estate decisions, the more those in the market will better decisions, the freer the market :)

It is free to the public but

It is free to the public but Rightmove pay for the data using one of the business agreements you describe. (So do many other private sector businesses.) Some of these businesses already make website visualisations of the data available to the public for free. The proposal seems at first sight to be redundant.

As a purchaser of the data under the licence with HMLR I'll benefit if the HMLR data becomes free. However surely the priority for the economy is opening up other data that is currently unavailable, not reducing the cost of stuff that is already readily available and successfully being used.

The data is NOT free to the public!

Information shredded to bits within web-interfaces can't be cofused with DATA. Data locked up in non-structured HTML is to any developer same as if it wasn't open at all. Public front-ends allow you to query information only in ways they were built for, which is severely limiting. 

Land registry dataset is not free to the developers, members of the public with skills and knowledge to make much better use of the data. 

There are 1000s of companies and developers who could use this data in unending array of applications.
