Thames Estuary 2100 Policy Unit boundaries

Abstract

The Thames Estuary is divided into 23 geographical areas, known as the Policy Units. Each Policy Unit has been assessed to determine the appropriate level of flood risk management. This is the strategic flood risk management approach for the Thames estuary. The policies direct the implementation of actions and future flood management investment, and they provide a common foundation from which all partners can plan their short, medium, and long-term activities. Lineage

The Policy Units were derived from EA Flood Zone 2 and a DTM (terrain data) and were built upon using distinct flood cells or embayments. Different climate scenarios were modelled with the worst-case scenario for flooding being used. This was equivalent to a 1 in 10,000 year event model in the year 2100. In Phase 2 of the modelling there were 37 Policy Units. These were then partially merged into the final 23 that are in use today. Although originally intended to be hydrologically independent cells, this merging impacted this independence. Units (cells) were merged due to social similarities which made appraisal and consultation more manageable. The GIS process also screened for ‘dry islands’ (isolated areas/polygons of flooding) and used other topology rules for tidying topographical data.
