No standards required other than totality of collected information. The art of information retrieval does the rest.

3. What? Yet another scheme? To create a new group of insiders who know how to play/milk the system. The worst idea in this proposal.
Standards
I believe that many organisations are reluctant to publish data on 2 fronts
1) They are worried about the data quality
2) they are concerned it may be misused.
Part of the standards should include what is released with the data. Every published dataset should contain notes on data quality and any other key information the organisations feels will help the data to be used correctly. This will then help satisfy the concerns of the publishers and help us use the data wisely.
It may be a concern that the notes would take more time but regular publishing of service data will vastly reduce FOI requests as the data is already out there. It will also allow 3rd parties to come up with even more innovative tools to help analyse the data and pass knowledge back to the public sector.
