Glossary of key terms,
I am concerned with the definition of a dataset as being "factual data". Is user satisfaction data 'factual' (rather than opinion, for example)? Or is what is meant that the data is fixed and not subject to change (except by a formal corrigendum?)
I think information about a dataset should indicate whether the dataset is 'open' in the sense that data is still being created/collected/changed, or if it is closed or static (and not going to change).
(Either way, knowledge about the quality, reliability of data is key.)
