The marine licensing system under the Marine and Coastal Access Act 2009 (MCAA) has been in force since 6 April 2011. Section 66 of the Act lists the types of activity that are licensable. Broadly these are activities involving a deposit or removal of a substance or object in the UK Marine Area, as defined in Section 42 of the MCAA. The MMO are responsible for most marine licensing in English inshore and offshore waters and for Welsh and Northern Ireland offshore waters. Applications for a marine licence can be made to the MMO via our online Marine Case Management System. Applicants can request exclusion zones as part of their application or in granting a marine licence the MMO can require the implementation of exclusion zones to protect areas of the seabed such as shipwrecks or features of nature conservation interest. Where implemented by the MMO, exclusion zones are applied on a case by case basis and are dependent on the feature being protected.
